The problems companies face adopting AI are not new. They are the same problems that have derailed every major technology adoption for the past fifty years. We just keep forgetting.
Somewhere right now, a leadership team is sitting in a conference room convinced that their AI rollout is uniquely hard. The technology is more complex than expected. Employees are resistant. Nobody is quite sure how to measure whether it is working. The tools do not fit the way the team actually operates. And the returns that looked so clear on the slide deck are proving elusive in practice.
None of this is unique. Not even close.
The same conversation happened when ERP systems arrived. And CRM platforms. And the internet itself. And personal computers before that. Every generation of transformative technology has produced the same cluster of adoption failures, for the same underlying reasons, in organizations that believed they were doing something unprecedented.
They were not. And neither are we.
The Science of Why New Things Do Not Spread

After Rogers, 1962In 1962, sociologist Everett Rogers published what would become one of the most cited works in social science: Diffusion of Innovations. Rogers had spent years studying why some new ideas spread rapidly through organizations and communities while others, equally promising, quietly died. His answer was not about the quality of the innovation itself. It was about five specific characteristics that determine whether people adopt something new or walk away from it.
Those five characteristics have been validated across decades of research. They apply to hybrid corn in Iowa farming communities in the 1940s. They apply to software systems in manufacturing plants in the 1990s. And they apply, with uncomfortable precision, to AI adoption in organizations today.
Is it clearly better than what it replaces?
Does it fit how we already work?
How hard is it to understand and use?
Can people experiment with low risk?
Can people see others succeeding with it?
This Is Not a New Problem. The Research Confirms It.
A 2012 literature review of IT adoption in small and medium enterprises, drawing on decades of empirical research across industries and countries, identified the root causes of most technology adoption failures with uncomfortable clarity. The specific technology has changed. The failure modes have not.
Read that list again slowly. Every single item on it applies directly to AI adoption in 2025. The technology is different. The human and organizational dynamics are identical.
The Five Places AI Adoption Falls Apart
1. It is not connected to strategy
One of the most consistent findings across decades of technology adoption research is that tools deployed without a clear strategic purpose fail. Not because they do not work technically, but because no one can explain why the organization is using them, what problem they are solving, or how success will be measured.
This is happening at scale with AI right now. Tools are being purchased because competitors are purchasing them. Pilots are being run because leadership feels pressure to show AI activity. And when those pilots produce ambiguous results and no one defined what good looked like in advance, they quietly expire without changing anything.
What the 2012 research found
SMEs that adopted IT without defining their strategic purpose almost always failed to realize the anticipated benefits. When technology is not aligned with business strategy, any competitive advantage it produces is accidental rather than planned.
Investment in IS with the aim of only improving production processing, without integrating other systems or connecting to broader organizational goals, produced tools that were used but never truly adopted.
What it looks like with AI today
Teams use AI assistants to draft emails slightly faster, then conclude that AI has not meaningfully changed their productivity. The tool was real. The strategy for what to do with the time and cognitive capacity it freed up was never defined.
Without a clear answer to "what will we do differently because of this," even high-performing AI tools produce modest returns and generate skepticism about whether the investment was worth it.
2. Leadership is not genuinely involved
Rogers identified that the attitudes of those at the top of an organization shape its entire innovation culture. The research on IT adoption in enterprises reinforces this with remarkable consistency: top management support is not just helpful, it is one of the most significant determinants of whether technology adoption succeeds or fails.
But there is a crucial distinction between visible endorsement and genuine involvement. Sending an all-hands email about the exciting AI initiative is not the same as actively participating in the adoption process, understanding what is being implemented and why, allocating real resources, and making clear through behavior rather than announcement that this matters.
A positive attitude by top management toward using IT will result in IT acceptance and subsequently success. Insufficient attention by management to IS is one of the three main problem areas for computing in organizations.
When leaders treat AI as an IT project to be managed below them rather than a strategic shift to be led from the top, the organization reads the signal correctly. If leadership is not taking this seriously enough to change their own behavior, why should anyone else?
3. The end user is an afterthought
This is perhaps the most reliably repeated failure in technology adoption history, and it is repeating itself now with particular force. Systems are designed for the organization's strategic goals and the technology's capabilities. The person who actually has to use the tool every day is consulted last, if at all.
AI adoption is producing exactly this pattern. Employees who are anxious about what AI means for their role are not going to enthusiastically champion its adoption. Employees who tried a tool and found it unreliable or difficult to integrate into their real workflow are not going to give it a second chance without significant support. And employees who were never involved in defining how AI should be used in their area of work are not going to feel ownership over its success.
4. Education is shallow and training is treated as an event
Every major technology adoption wave has made the same mistake with training. A rollout happens. A training session is scheduled. People attend, often under mild duress, and receive instruction in how the tool works mechanically. Then they go back to their desks and are expected to use it effectively in their real work, against real deadlines, without further support.
This does not work. It has never worked. The research is consistent and extensive on this point.
What works is a fundamentally different model: building knowledge over time, allowing people to experiment in low-stakes environments before deploying new capabilities in high-stakes ones, connecting training to real work problems rather than abstract tool features, and providing ongoing support through the learning curve rather than treating training as a one-time cost to be minimized.
Complexity, one of Rogers' five adoption factors, is the relevant driver here. When people cannot understand an innovation well enough to use it confidently, they do not use it. AI outputs, in particular, require a level of critical evaluation that takes time and practice to develop. How do you know when to trust a model's output? When does the result need verification? What does good output look like versus plausible-sounding-but-wrong output? These are not things you learn in a half-day orientation.
5. There is no room to experiment safely
Rogers' concept of trialability is one of the most underappreciated ideas in innovation management. People adopt new things faster when they can try them at low stakes, make mistakes without consequence, and build competence and confidence gradually before they are expected to rely on the innovation in situations that matter.
Most AI deployments are structured in ways that violate this principle completely. A system goes live. Employees are expected to use it. There is no designated space for experimentation, no permission to fail, and no structured process for learning from early attempts. People who make a high-profile mistake with an AI tool in front of colleagues or clients are not going to be early adopters of the next capability.
The organizations where AI adoption genuinely takes hold are the ones where people feel safe trying things, where curiosity is rewarded rather than efficiency under pressure, and where the early awkward phase of learning a new capability is treated as a normal and expected part of the process rather than a sign that the technology is not working.
Why This Time Feels Different When It Is Not
AI is genuinely more powerful than most previous enterprise technologies. The potential for transformation is real and significant. But the magnitude of the capability does not change the human and organizational dynamics of adoption. If anything, it amplifies them.
A more powerful tool that is poorly connected to strategy wastes more money than a less powerful one. A more capable system that employees do not trust or understand creates more organizational confusion than a simpler one. A more transformative technology that leadership endorses without genuinely engaging with generates more cynicism than a marginal upgrade.
These numbers are not the result of bad technology. They are the result of old, well-documented, entirely predictable adoption failures playing out again at scale because the organizations involved did not treat the human and organizational dimensions of AI adoption with the same seriousness they gave the technical ones.
The obstacles are not technical. They are the same organizational, cultural, and human challenges that have blocked every major technology adoption before this one. We just did not plan for them.
The good news, if there is any, is that these problems are known. They have been studied, documented, and analyzed for decades. The frameworks for understanding them exist. The failure modes are predictable. None of this has to come as a surprise.
The harder news is that knowing what the problems are and being organizationally ready to address them are two different things. Most organizations rushing into AI adoption are not pausing long enough to ask whether they have actually solved for any of them.
